DC2.112.1.         General Purpose

To establish a Site Specific Development Control District to accommodate a range of industrial business and commercial uses, and to establish site development regulations that will provide for the specific requirements of an automotive dealership and sales complex and ensure compatibility with surrounding land uses.

DC2.112.2.         Area of Application

This DC5 District shall apply to Lots 1, 13 and a portion of Lot 12, Plan 782 1552, as shown on Schedule A to this Bylaw, located east of 97 Street and south of 34 Avenue, Strathcona Industrial Park, South Industrial.

DC2.112.3.          Uses

  1. Automotive Equipment and Repair Shops

  2. Automotive and Minor Recreational Vehicle Sales/Rentals

  3. Business Support Services

  4. Commercial Schools

  5. Convenience Retail Stores

  6. Drive-in Food Services

  7. Equipment Rentals, provided that all equipment and goods for rent are contained within an enclosed building

  8. Gas Bars

  9. General Industrial Uses

  10. General Retail Stores

  11. Government Services

  12. Greenhouses and Plant Nurseries

  13. Health Services

  14. Hotels

  15. Household Repair Services, provided that all repairs and all appliances and equipment being held for repair are contained within an enclosed building

  16. Indoor Participant Recreation Services

  17. Major and Minor Alcohol Sales

  18. Minor and Major Eating and Drinking Establishments

  19. Minor and Major Service Stations

  20. Minor Veterinary Services

  21. Personal Service Shops

  22. Professional, Financial and Office Support Services

  23. Rapid Drive-through Vehicle Services

  24. Warehouse Sales

DC2.112.4.          Development Criteria

  1. The maximum floor area ratio shall be 1.0.

  2. The maximum building height shall not exceed 14 m (45.9 ft) nor two storeys, except that:

  1. the maximum height for a Hotel shall not exceed 30 m (98.4 ft); and

  2. the maximum height for a Professional, Financial and Office Support Services shall not exceed 10 m (32.8 ft) nor three storeys.

  1. A minimum building setback of 13.71 m (45 ft.) shall be provided for any Hotel development which is greater than 14 m (45.9 ft in height).

  2. Landscaped yards, a minimum of 6 m (19.7 ft.) in width shall be provided adjacent to 97 Street, 34 Avenue and 35 Avenue, except that if the site is developed for Automotive and Minor Recreational Vehicle Sales/Rentals, the landscaped yards shall be provided as shown on the Conceptual Plan of Development attached hereto as Appendix I and as detailed in Section 5 of this District. Landscaping shall consist of evergreen and deciduous trees and shrubs.

  3. No parking, loading, storage, trash collection or outdoor service areas shall be permitted within a required yard. Storage, loading trash collection areas shall be located to the rear or sides of the principal buildings, and shall be screened from view from any adjacent sites and public roadways in accordance with the provisions of Section 69.3 of the Land Use Bylaw.

  4. Signs may be allowed in this District as provided for in accordance with Schedule 79H and the general provisions of Sections 79.1 to 79.9 inclusive of the Land Use Bylaw.

  5. All developments shall comply with the Performance Standards of Section 79 of the Land Use Bylaw for the IB District.

  6. Development in this District shall be evaluated with respect to compliance with the General Development Regulations of Section 50-79 inclusive of the Land Use Bylaw.

  7. The Development Officer may grant relaxations to Sections 50 - 79 and the provisions of this District, if in his opinion, such a variance would be in keeping with the general purpose of this District and would not affect the amenities, use and enjoyment of neighbouring properties.

DC2.112.5            Additional Development Criteria for Specific Uses

  1. Automotive and Minor Recreational Vehicle Sales/Rentals and Convenience Vehicle Rentals developments shall comply with the following regulations:

  1. All storage, display or parking areas shall be hard surfaced in accordance with Section 67.3 of the Land Use Bylaw;

  2. Lighting for the display areas shall be mounted on lamp standards and no exposed bulbs or strings of lights shall be used;

  3. The size, locations, screening and landscaping of the outdoor vehicular display areas for Automotive and Minor Recreational Vehicle Sales/Rentals shall be subject to the approval of the Development Officer, who shall ensure that development of the site is compatible with the appearance and site design of surrounding developments;

  4. No vehicular display areas shall be located closer than 6 m (19.7 ft.) from the property line adjacent to 97 Street and 34 Avenue; and

  5. If the northern portion of the site is developed for car storage as shown on the Conceptual Plan of Development, uniform screen fencing to a height of 1.82 m (6. ft.), shall be provided at a distance of 6 m (19.7 ft.) from the property line adjacent to 97 Street and 35 Avenue, with landscaping, consisting of evergreen and deciduous trees and shrubs, to be provided between the property line and the screen fencing.

  1. The minimum gross floor area for a Warehouse Sales Establishment shall not be less than 1,000 m2 (10,764.2 sq. ft.) unless at least fifty percent of the gross floor area of the establishment is used for warehousing or storage of the goods sold or distributed from the establishment.

  2. Major and Minor Alcohol Sales shall be developed in accordance with Section 98 of the Land Use Bylaw.
