DC2.216.1.         General Purpose

To establish a Site Specific Development Control District to incorporate the US (Urban Services) District provisions, with an additional criterion regulating the maximum number of units to be allowed for the Youth Emergency Shelter.

DC2.216.2.         Area of Application

This District shall apply to Lot 1, Block 8, Plan 3915 MC, Bonnie Doon, as shown on Schedule "A" of this Bylaw.

DC2.216.3.           Uses

  1. Temporary Shelter Services

  2. Boarding and Lodging Houses for Senior Citizens where integrated with any other Use of this District or where existing on site at the effective date of the Land Use Bylaw.

  3. Cemeteries

  4. Commercial Schools, only when a temporary or part-time use of an existing Use development.

  5. Community Recreation Services

  6. Daytime Child Care Services

  7. Detention and Correction Services

  8. Exhibition Grounds and Convention Centres

  9. Extended Medical Treatment Services

  10. Government Services

  11. Health Services

  12. Indoor Participant Recreation Services

  13. Minor or Major Eating and Drinking Establishment only when integrated with another Use development.

  14. Natural Science Exhibits

  15. Outdoor Participant Recreation Services

  16. Private Clubs

  17. Protective and Emergency Services

  18. Public and Private Education Services

  19. Public Libraries and Cultural Exhibits

  20. Religious Assembly

  21. Spectator Entertainment Establishments

  22. Spectator Sports Establishments

DC2.216.4.          Development Criteria

  1. Except as provided in subclause (b):

  1. The minimum front yard shall be 6 m (19.8 ft.), the minimum rear yard shall be 7.6 m (24.6 ft.), the minimum side yard shall be 4.6 m (14.76 ft.), and the maximum building height shall be 10 m (32.8 ft.) unless, in the opinion of the Development Officer, these conditions may be relaxed because of the characteristics fundamental to the nature of the Use. Where relaxation is granted, the Development Officer may utilize landscaping, screening and buffering techniques and changes in design and building siting to minimize and compensate for any objectionable aspects or potential incompatibility with development in abutting Districts.

  2. For the development existing at the date of the third reading of this bylaw, including the development authorized by Development Permit No. 89004588, the minimum yards and maximum building height shall be the yards and height of that existing development including the development authorized by Development Permit No. 89004588.

  1. Religious Assembly shall be developed in accordance with Section 81 of the Land Use Bylaw.

  2. Daytime Child Care Services shall be developed in accordance with Section 93 of the Land Use Bylaw.

  3. Where this District abuts an A District, the Development Officer, in consultation with the General Manager of the Parks and Recreation Department, may require an environmental assessment prior to approval of any proposed development.

  4. Health Services shall be limited to those of an institutional or a community services nature.

  5. In any Temporary Shelter Services development, the maximum number of residents shall be measured by beds provided for overnight accommodation, and shall:

  1. not exceed 38 prior to July 1, 1991; and

  2. not exceed 29 subsequent to June 30, 1991.

  1. Signs shall be allowed as set out in Section 79I of the Edmonton Land Use Bylaw.

  2. Except for subclauses 6 (a) and 6 (b) included above, for which there shall be no variance granted, the Development Officer may grant relaxations to Sections 50 to 79 of the Land Use Bylaw and the provisions of this District, if, in his opinion, such variance would be in keeping with the General Purpose of this District and would not affect the amenities, uses, enjoyment and value of neighbouring properties.
