DC2.325.1.       General Purpose

To provide a Site Specific Development Control District for businesses which require large sites and a location with good visibility and accessibility along a major public roadway which is sensitive to principles of Crime Prevention through Environmental Design (CPTED) and the pedestrianisation of 118 Avenue.

DC2.325.2.       Area of Application

This DC5 District, containing approximately 0.96 ha (2.38 ac.) shall apply to Lot 1 and the east 27.2 feet of Lot 2, Block 2, Plan 3066 K.S. located northwest of the intersection of 80 Street and 118 Avenue Eastwood.

DC2.325.4.        Development Criteria

  1. The minimum site frontage shall be 30 m (98.42 ft.) unless access is provided from a service road.

  2. The maximum floor area ratio shall be 3.0.

  3. A minimum yard of 3.0 m (9.84 ft.) shall be required where a site abuts a public roadway other than a lane, except:

  1. where adjacent commercial buildings abut the property line to form a pedestrian-oriented shopping street, no yard shall be required; and

  2. where there is no vehicular access to the site from the public roadway, the minimum yard shall be not less than 3 m (9.84 ft.).

  3. no yard shall be required for that portion of the frontage on 80 Street to the north of an easterly production of the front of the adjacent Safeway Store.

  1. No parking, loading, storage, trash collection, outdoor services or display area shall be permitted within a required yard. Loading, storage and trash collection areas shall be located to the rear or sides of the principal building and shall be screened from view from any adjacent sites or public roadways in accordance with the provisions of Section 69.3. If the rear or sides of a site are used for parking, an outdoor service or display area, or both, and abut a Residential District or a lane serving a Residential District, they shall be screened in accordance with the provisions of Section 69.3. Waste collection siting shall provide opportunities for recycling initiatives.

  2. The maximum building height shall not exceed 14 m (45.93 ft.) nor four storeys, except for Apartment Hotels.

  3. Signs shall be allowed in this District as provided for in Schedule 79E and in accordance with the general provisions of Section 79.1 to 79.9 inclusive of the Land Use Bylaw, except no portable signs are permitted.

  4. The following regulations shall apply to Automotive and Minor Recreational Vehicle Sales/Rentals developments:

  1. all storage, display or parking areas shall be hardsurfaced in accordance with Section 67.3 of this Bylaw;

  2. all display areas which abut a Residential District or a lane serving a Residential District shall be screened in accordance with the provisions of Section 69.3, Clause (4) of this Bylaw; and

  3. lighting for the display areas shall be mounted on lamp standards and no exposed bulbs or strings of lights shall be used.

  1. The following regulations shall apply to Apartment Hotels;

  1. the maximum building height shall be 30 m (98.42 ft.); and

  2. in addition to the yard requirements of Section 340.4, Clause (3), the Development Officer may require an additional setback for that portion of a hotel which exceeds 14 m (45.93 ft.) in height in order to protect the amenity and privacy of development in any adjacent Residential District. The Development Officer shall not require a total setback greater than the height of the building.

  1. The following regulations shall apply to apartment housing developments:

  1. apartment housing shall be permitted only in buildings where the first storey is used for commercial purposes;

  2. the housing component shall have access at grade which is separate from the access for the commercial premises;

  3. where a development contains two or more dwelling units a minimum of 7.5 m2 (80.7 sq. ft.) of amenity area is required per unit, in accordance with the provisions of Section 56 of this Bylaw; and

  4. the maximum floor area ratio of apartment housing shall be 1.3.

  1. Residential Sales Centres shall be developed in accordance with Section 95 of the Bylaw.

  2. The design of the site shall incorporate a driveway aisle and a pedestrian corridor compatible with development to the west and to ensure free access and movement between the two developments. The pedestrian corridor will include hard surfacing and pedestrian-oriented lighting.

  3. A landscaped yard of 4.5 m (14.89 ft.) in width shall be provided along the north property line. Landscaping shall consist of seven mature deciduous trees, a maximum caliper of 8 cm together with a mix of ten low growing coniferous and deciduous shrubs for every 25.0 m of linear yard, to the satisfaction of the Development Officer.

  4. An access will be permitted to the site from 119th Avenue provided that parking and activity areas including rooftop mechanical equipment are substantially screened from view from residential development to the north.

  5. If a major east/west building is constructed in line with the Safeway Store, a north/south pedestrian corridor 4.5 m wide shall connect open areas to the north and south of a building north of an easterly production of the front of the adjacent Safeway. The corridor shall be well-lit with adjacent buildings having some glazing to meet principles of safety and security.

  6. Where practical in terms of tenant requirements and needs, the rear elevation of the buildings backing on the north open area or the adjacent Police Services building should contain some glazing to allow for natural site surveillance.

  7. A north/south hardsurfaced pedestrian corridor 3.0 m wide shall be provided along the west side of the site to connect 118 Avenue to the northern limit of the property near the Police Services building, with pedestrian level lighting.

  8. To encourage pedestrian access and to maintain sight lines and natural site surveillance, the yards along 118 Avenue and 80 Street north of the easterly production of the front of the adjacent Safeway shall consist predominantly of hard landscaping but will include deciduous trees which at maturity have a high canopy and low shrubs planted in groups. The design of the yard on 118 Avenue should provide pedestrian-oriented treatments and connections to sidewalks along adjacent buildings and a location for a bus shelter.

  9. The development will incorporate signage on 80 Street and on 118 Avenue indicating the location of the Police Services building.

  10. No parking shall be provided between 118 Avenue and any immediately adjacent use.

  11. Equipment rentals shall have no outdoor storage.

  12. Developments in this District shall be evaluated with respect to compliance with the General Development Regulations of Sections 50 to 79 inclusive of the Land Use Bylaw where such General Development Regulations have not been superseded by the Development Criteria of this District.

  13. The Development Officer may grant relaxations to the regulations contained in Sections 50 to 79 of the Land Use Bylaw and the provision of this District if, in his opinion, such variance would be in keeping with the General Purpose of the District and would not adversely affect the amenities, use and enjoyment of the neighbouring properties.

  14. Major and Minor Alcohol Sales shall be developed in accordance with Section 98 of the Land Use Bylaw.
