To provide a Site Specific Development Control District to accommodate a mixed use development containing primarily apartment housing with a limited range of commercial uses and daytime child care services located on the ground floor only, while ensuring that development is sensitive to surrounding development.

The overall site development shall be developed in accordance with the criteria established herein, and generally in accordance with the site development plan attached as Appendix I, to the satisfaction of the Development Officer.
The maximum total Floor Area Ratio shall be 1.3.
The maximum total residential density shall be 126 dwellings/ha (50.6 dwellings/ac.)
The maximum building Height shall not exceed 14 m (45.9 ft.) or 4 storeys.
The minimum Front Yard for the residential portion of the building shall be 6 m (19.7 ft.).
The minimum Rear Yard shall be 7.5 m (24.6 ft.). No minimum rear yard to the existing day-care will be required.
The minimum Side Yard shall be 1 m (3.3 ft. for each storey or partial storey, up to a maximum of 7.5 m (24.6 ft.), except that a total of at least 2 m (6.6 ft.) shall be provided in all cases.
A minimum Amenity Area of 7.5 m2 (80.7 sq. ft.) per dwelling shall be provided.
Non-residential uses shall not be in any freestanding structure separate from a structure containing residential uses and shall have a principle, outside entrance.
The total gross floor area for commercial uses on the site shall not exceed 275 m2 (2,960 sq. ft.).
Individual convenience retail outlets shall not exceed 150 m2.
A 900 mm wide landscaped strip and a 1500 mm high solid wood fence shall be provided along the entire length of the west property line.
A parking management plan shall be implemented as follows:
a 5.0 m wide one way entrance from Jasper Avenue and a 5.0 m wide exit onto 102A Avenue shall be provided;
two parking stalls in front of the building shall be reserved for the Daytime Child Care Services, and 3 additional stalls shall be restricted for the daytime child care services drop-off during the required hours;
a 1.0 m high fence shall be constructed from the Daytime Child Care Services entrance to the front parking area to prevent direct pedestrian access from Jasper Avenue;
a total of 19 parking stalls and one loading area shall be provided for the development;
parking at the rear shall be restricted with proper signage, for use by day-care staff and residential tenants only.
Signage shall be developed in accordance with Sign Schedule 79D of the Land Use Bylaw.
Minor Home Occupations shall be allowed in accordance with Section 84 of the Land Use Bylaw.
Daytime Child Care Services shall be developed in accordance with Section 93 of the Land Use Bylaw.
Boarding and Loading Houses shall be developed in accordance with the provisions of Section 86 of the Land Use Bylaw.
