DC2.408.1.      General Purpose

To establish a Site Specific Development Control District to accommodate a range of highway commercial and general commercial uses, with site development regulations that will ensure a high standard of appearance appropriate to the sites location on a major entrance route to the City.

DC2.408.2.     Area of Application

The portion of W 1/2 33-51-24-W4M situated east of Calgary Trail and west of the Canadian Pacific Rail Main Line excluding portion of Plan Calgary and Edmonton No 1. Railway and Road Plan 1495 P, Edmonton Research and Development Park, as shown on the Schedule "C" - Map appended to the Bylaw adopting this District.

DC2.408.3.      Uses

  1. Automotive and Equipment Repair Shops, provided that all repair activity is contained within an enclosed building

  2. Broadcasting and Motion Picture Studios

  3. Business Support Services

  4. Commercial Schools

  5. Convenience Retail Stores

  6. Convenience Vehicle Rentals

  7. Custom Manufacturing

  8. Cremation and Internment Services

  9. Drive-in Food Services

  10. Equipment Rentals, provided that all equipment and goods for rent are contained within an enclosed building

  11. Funeral Services

  12. Gas Bars

  13. General Retail Stores

  14. Government Services

  15. Green Houses and Plant Nurseries

  16. Health Services

  17. Hotels

  18. Indoor Participant Recreation Services

  19. Minor and Major Alcohol Sales

  20. Minor and Major Amusement Establishments

  21. Minor and Major Eating and Drinking Establishments

  22. Minor and Major Service Stations

  23. Minor Veterinary Services, provided that all activity associated with the use is contained within a enclosed building

  24. Motels

  25. Non-accessory Parking

  26. Personal Service Shops

DC2.408.4.      Development Criteria

The following regulations shall apply to all uses:

  1. The maximum floor area ratio (FAR) shall be 1.0 except that the maximum FAR for Professional, Financial and Office Support Services shall be 1.5.

  2. The maximum building height shall neither exceed 12 m or 2 storeys, except that the maximum height for a Hotel shall be 30 m and the maximum height for Professional, Financial and Office Support Services shall not exceed 4 storeys nor 14 m.

  3. A minimum building setback of 14 m in width shall be provided from property lines adjacent to Calgary Trail Northbound, the Transportation Utility Corridor, and the Canadian Pacific Rail Main Line.

  4. A landscaped yard a minimum of 7.5 m in width shall be provided adjacent to Calgary Trail Northbound and the Transportation Utility Corridor. Landscaping shall consist of a discontinuous undulating berm a maximum of 1.0 m in height and planting of four deciduous trees (a minimum of 8 cm caliper), four coniferous trees (a minimum of 3.0 m in height) and a twenty shrubs for every 35 m of lineal yard frontage, with the plant material being grouped within modules not greater than 25 m in length or 4.5 m in width.

  5. A landscaped yard a minimum of 4.5m in width shall be provided adjacent to internal public roadways. Landscaping within this yard shall be provided as per Section 69 of the Land Use Bylaw.

  6. A landscaped yard a minimum of 3.0m in width shall be provided adjacent to the Canadian Pacific Main Line. Landscaping within this yard shall be provided as per Section 69 of the Land Use Bylaw.

  7. Development in this District shall comply with the provisions of Section 814 of the Land Use Bylaw, being the Major Commercial Corridors Statutory Plan Overlay.

  8. No parking, loading, storage, trash collection, outdoor service or display area shall be permitted within a required yard. Loading, storage and trash collection areas shall be located to the rear or sides of the principal buildings and shall be screened from view from any adjacent sites or public roadways. Waste collection siting shall provide opportunities for recycling initiatives.

  9. Signs shall be allowed in this District as provided for in Schedule 79D and in accordance with the general provisions of Section 79.1 to 79.9 inclusive, of the Land Use Bylaw.

  10. Developments in this District Shall be evaluated with respect to compliance with the General Development Regulations of Sections 50 through 79, inclusive of the Land Use Bylaw.

  11. The Development Officer may grant relaxations to Sections 50 through 79 of the Land Use Bylaw and the provisions of this District if, in his opinion, such a variance would be in keeping with the General Purpose of the District and would not adversely affect the amenities, use, and enjoyment of neighbouring properties.

DC2.408.5.       Additional Development Criteria for Specific Uses

  1. The following regulations shall apply to Convenience Vehicle Rentals:

  1. servicing and repair operation shall be permitted only as accessory uses;

  2. all storage, display or parking areas shall be hard surfaced in accordance with Section 67.3 of the Land Use Bylaw; and

  3. lighting for the display areas shall be mounted on lamp standards and no exposed bulbs or strings of lights shall be used.

  1. Indoor Participant Recreation Services shall be limited to athletic and health fitness centres.
