To establish a Site Specific Development Control District to accommodate a range of auto-oriented highway commercial uses with site development regulations to ensure a compatible relationship with adjacent land uses and to achieve a high standard of appearance appropriate for a major entrance route to the city.
This District shall apply to Lots 2 and 3, Block 2, Plan 6215V, containing approximately 2.8 ha, excluding the northern portion of Lot 3 required for roadway widening in accordance with Roadway Facility Plan SO97-9712, Eaux Claires, as shown on the attached sketch plan.

All development in this District shall comply with the requirements of Sections 350.4, and 350.5 of the Land Use Bylaw pertaining to the CHY District, except as specifically excluded or modified by this District.
Signs will be allowed in this District in accordance with Schedule 79E and in accordance with the general provisions of Section 79.1 to 79.9 inclusive of the Land Use Bylaw, except that Roof General Advertising Signs are prohibited.
A 2.5m high landscaped berm and topped with a 1.8m high uniform screen fence shall be constructed within the site adjacent to the east boundary of the site to provide separation between this site and future residential development to the east. A minimum 15.0m wide landscaped yard and development setback shall be provided adjacent to the east property line. This yard and development setback may be relaxed to 7.5m at the north end of the site adjacent to 160 Avenue where the berm shall taper to ensure appropriate visibility for vehicles entering and leaving the site.
A minimum 4.5m wide landscaped yard and a minimum 6.0m development setback shall be provided adjacent to the north property line. A minimum 6.0 m. wide landscaped yard and minimum of 7.5 m wide development setback shall be proved adjacent to the west property line.
The following architectural guidelines shall be utilized to ensure a high standard of appearance.
All development on the site shall be constructed using a similar architectural theme. The principal design elements, finishing materials, colours, and roof styles shall be applied to each building with minor variation. An exception may be made where an individual business, with an established style or image, requires a specific style, provided that the development maintains harmony in terms of overall project design and appearance, to the satisfaction of the Development Officer.
The design of the project shall include the use of sloped roof elements or parapet details that reduce the massing of buildings and add architectural interest.
All exterior finishing materials shall be of good quality, durable and attractive in appearance, and the exposed surfaces of all buildings shall have harmonious exterior finishing materials having regard to the objective of ensuring a high standard of appearance appropriate to the city entrance route location of this site.
On site security and building lighting shall be situated and designed such that the illumination is directed downwards and such that no direct rays of light are directed outward from the site. All on site lighting shall be less than 5m high.
All mechanical equipment on the roof of any building shall be concealed by screening in a manner compatible with the architectural character of the building, or concealed by incorporating it into the building roof.
Buildings fronting onto 97 Street and 160 Avenue will present and attractive face to these roadways through the use of building materials and architectural design detail. Where practical, major windows and entry will be provided along these roadways.
The exterior wall finishing materials shall be predominately composed of muted colours, with strong colours limited to use as an accent. Finishing materials shall consist of brick, textured concrete, concrete block, stone, glazing or stucco. Pre-finished metal or wood shall be limited to use as an accent.
The following regulations shall apply to the development of Recycling Depots.
This use class shall be limited to one depot for the collection and temporary storage of beverage containers only.
All activities associated with this use class, including the storage and handling of recyclable materials shall be contained within an enclosed building.
This use class shall be located on Lot 3 and shall be setback a minimum of 45m from 97 Street.
All parking areas shall be hard surfaced.
A freestanding structure accommodating this use shall be designed with commercial windows on a portion of the north and west sides of the building; and the loading dock area shall be located in the southeast corner of the structure. The loading dock doors for this use shall not face directly east to limit noise impact on the residential lands to the east.
No Drive-though windows shall be associated with this use class.
This use class shall be constructed in accordance with the architectural guidelines established for this District using the principal design elements, finishing materials, colours, and roof style and architectural theme to be applied to the entire site. Metal buildings shall be prohibited.
Drive-through windows may be associated with the Professional, Financial and Office Support use class at the discretion of the Development Officer having regard for the overall development of the site.
