To establish a Site Specific Development Control Provision to accommodate a 12-suite downtown low-rise apartment flat on a limited site with regulations to address compatibility with adjacent development.
The east 18.6m of Lots 14 & 15, Block 2, Plan RN 23 located on the south side of 103 Avenue and east of 95 Street, Boyle Street, as shown on Schedule "A" annexed to the Bylaw adopting this DC2 Provision

Development shall be generally in accordance with the urban design guidelines and principles established herein, and the Site Plan in Appendix I and drawings provided in Appendix II.
The maximum number of units shall be twelve (12).
All units shall be Bachelor Suites
The maximum Floor Area Ratio shall be 1.6.
The maximum Building Height shall not exceed 11m nor 2 ½ storeys.
The minimum Front Yard adjacent to 103 Avenue shall be 1.12m.
The minimum Rear Yard shall be 1.37m.
The minimum east Yard adjacent to the lane shall be 1.67m.
The minimum west Yard shall be 1.2m.
The minimum number of on-site parking stalls shall be three (3).
Development in this Provision shall be in accordance with the following architectural guidelines:
the design of the project shall establish a single architectural theme or period architecture and the principal design elements, finishing materials, colours and roof styles shall be applied, with minor variations;
the design shall be consistent with a "Traditional Downtown Apartment Flat" concept;
the roofline of the building shall be cottage style defined as draining at least 4-ways with no gable-ends;
both the rooflines and building facades shall include design elements and variations that will reduce the perceived mass and add architectural interest;
the predominant exterior finishing materials shall consist of brick and stucco, or other suitable materials, having regard to the objective of ensuring that the development is of a quality that is compatible with the adjacent areas and the location in the downtown area;
all exposed sides of the buildings shall be finished in a consistent harmonious manner; and
all mechanical equipment on the roof of any building shall be completely screened to be incorporated in the roof enveloped.
A detailed landscaping plan for the entire site shall be submitted to and approved by the Development Officer. These plans shall include details of pavement materials, fencing, exterior lighting and street furniture elements, pedestrian seating areas, sizes and species of new plantings for the entire site, including any adjacent boulevard areas, sidewalk improvements and open spaces.
Notwithstanding the above, a landscaped yard, a minimum of 1.12m in width shall be provided along 103 Avenue.
Appropriate lighting of the project shall be undertaken to provide security and to add visual interest. Lighting shall be directed away from residential areas and adjacent roadways.
A public outdoor amenity area of 32 m2 shall be provided. A detailed amenity area plan for the site shall be submitted to and approved by the Development Officer. These plans shall include details of location of the amenity area, type of planting materials, exterior lighting and street furniture elements, pedestrian seating areas and pavement materials for the site.
Minor Home Based Businesses shall be developed in accordance with Section 74 of the Edmonton Zoning Bylaw 12800.
Child Care Services shall be developed in accordance with Section 80 of the Edmonton Zoning Bylaw 12800
Group Homes shall be developed in accordance with Section 79 of the Edmonton Zoning Bylaw 12800
