To provide a Site Specific Development Control District to accommodate a low rise apartment building which will function like a boarding and lodging facility for the hard to house elderly with accessory office and institutional uses, and which will be compatible in scale and character with the surrounding low density residential development.

Health Services
Administrative Support Offices for Operation Friendship or similar groups providing housing and social service support programs.
The maximum building height along the north property line of the site shall not exceed 12 m (39.4 ft.) nor three storeys and shall be stepped down towards the southern portion of the site to a maximum height, not to exceed 6 m (19.7 ft.) nor one storey.
The maximum floor area ratio shall be 1.3.
A landscaped front yard shall be provided adjacent to 106 Avenue with at least 50% of the yard to be 5 m (16.4 ft) in width and the remaining yard a minimum of 2.5 m (8.2 ft) in width.
A landscaped yard, a minimum of 2.5 m (8.2 ft) in width, as well as a solid screen fencing to a height of 1.5 m (5 ft), shall be provided along the western property line to protect the privacy of the abutting residential property.
A landscaped yard, a minimum of 2.5 m (8.2 ft) in width, shall be provided along the eastern property line, with the exception of the non-residential portion of the development which may approach 1 m (3.3 ft) in width. Where the yard is less than 2.5 m (8.2 ft) in width, no windows overlooking the abutting property to the east shall be allowed. Solid screen fencing to a height of 1.5 m (5 ft) shall be provided along the eastern property line to protect the privacy of the abutting residential properties.
The maximum number of sleeping units shall not exceed 40 units, with the provision of one kitchen and one bathroom facility for every four sleeping units.
A minimum indoor amenity area of 7.5 m2 (80.7 sq. ft) shall be provided per every four sleeping units.
An outdoor amenity area (to function as a courtyard), a minimum of 130 m2 (1399 sq ft) in area, shall be provided in the central portion of the site adjacent to 106 Avenue.
Separation space shall be provided in accordance with Section 58 of the Land Use Bylaw for the residential portion of the building, or the detailed development plans shall indicate alternate means of providing the intent of separation space, either through landscaping or window treatment.
The total net floor area allocated for administrative support offices, health services and community recreation areas shall not exceed 33% of the total net floor area of the development.
Four at grade parking spaces shall be located to the rear of the building with access provided from the east/west lane, west of 95 Street.
Individual and direct access from 106 Avenue shall be provided to the "hard to house" facility, the drop-in centre facility and the office of Operation Friendship.
Urban design techniques shall be utilized to minimize the perceived height and massing of the development. These techniques may include, but shall not be limited to, the following:
setback variation to the facade of the building;
sloped roof treatment;
choice of exterior materials and colours; and
landscaping.
In addition to the provision of Section 69 of the Land Use Bylaw, a primary objective of these lands shall be to continue the residential appearance of the street and to reflect the land use treatments common in the area.
Development in this district shall be evaluated with respect to compliance with the general development regulations of Sections 50 to 79 inclusive of the Land Use Bylaw.
Signs shall be allowed in this district as provided for in Schedule 79B and in accordance with general provisions of Section 79.1 to 79.9 inclusive of the Land Use Bylaw.
