To establish a Site Specific Development Control District to accommodate an office/commercial building and to allow for a limited range of basic services and community educational, recreational and cultural service, with site development regulations which will ensure that development proceeds in a manner consistent with the policies of the Downtown Area Redevelopment Plan. The development of exclusively commercial uses at the density allowed in this district is predicated on a simultaneous redistricting to residential uses on Lots 51, 52, 53 and a portion of Lot 54, Block 6, Plan B.
This DC5 District shall apply to Lots 55, 56, 57 and a portion of Lot 54, Block 6, Plan B, located mid-block between Jasper Avenue and 100 Avenue and east of 107 Street, Downtown, Hudson's Bay Reserve.

The maximum floor area ratio shall be 14.0:1.
The maximum height shall not exceed that established by the Municipal Airport Protection Overlay, Section 810A of the Land Use Bylaw.
A minimum of 50% of at grade street frontage shall be developed for retail commercial purposes.
A minimum building setback line of a 2.5 m from the property line shall be provided on 107 Street.
A minimum Amenity Area of 4% of the non-residential gross floor area shall be provided and such Amenity Area shall be exempted from floor area calculations for a maximum of 10% of the gross floor area of the development.
Recreational Facilities involving a user charge that are in addition to the minimum required Amenity Area shall be exempt from floor area calculations.
Detailed landscaping plans for both the interior and exterior amenities including any non-standard sidewalks and parking areas must be submitted to and approved by the Development Officer, in consultation with the Parks and Recreation Department, prior to the issuance of a development permit. These landscaping plans are to include the following:
all existing planting and species including their common and botanical names, sizes of all new plantings and locations and planting installation specifications;
all street furniture elements;
pavement type and pattern similar to that approved for the adjoining hotel complex, or as deemed appropriate by the Development Officer;
pedestrian lighting;
details on the soil depth and any special provisions for plants to enable their natural growth;
Prior to the issuance of development permits for any signs, the developer shall submit for approval a sign criteria for building identification and the commercial signage to the satisfaction of the Development Officer.
The developer shall ensure that internal pedways to adjoining buildings that are necessary to provide access to the L.R.T. system shall conform to the standards and policies enunciated in the Downtown Area Redevelopment Plan.
Development in this district shall be evaluated with respect to compliance with the General Development Regulations of Sections 59 through 79, inclusive, of the Land Use Bylaw. In this evaluation, the Development Officer may grant relaxations to the regulations contained in Sections 59 through 79 inclusive and the provisions of this district if, in his opinion, such a variance would be in keeping with the general purpose of this district and would not affect the amenities, use and enjoyment of neighbouring properties.
Major and Minor Alcohol Sales shall be developed in accordance with Section 98 of the Land Use Bylaw.
