William Paskins House DC1 Historic Designation

1.         Background

The William Paskins house was designated as a Municipal Historic Resource on August 31, 2004, as per Bylaw13542.

Alterations or additions to the William Paskins house must conform to the provisions of the Municipal Designation Bylaw 13542 and receive prior approval from the City of Edmonton Planning and Development Department's Heritage Officer. 

2.         General Purpose

To accommodate the William Paskins house and to establish a range of uses and regulations concerning this Site.

3.         Area of Application

The eastern portions of Lots 26, 27 and 28, Block 14, Plan RN 23, located east of 95 Street and north of 106 Avenue, McCauley, as shown on Schedule ”A” annexed to the Bylaw adopting this DC1 Provision

4.         Uses

a)       Single Detached Housing

b)       Secondary Suite, with not more than one Sleeping Unit

c)       Minor Home Based Business

d)       Limited Group Homes

e)       Fascia On-premises Signs

5.         Development Regulations

a)       The minimum Site Area shall be 228 m2.

b)       The minimum Site Width shall be 10 m.

c)       The minimum Front Yard shall be 4.5 m.

d)       The minimum Rear Yard shall be 7.5 m.

e)       The minimum west Side Yard shall be 1.25 m.

f)       The minimum east Side Yard shall be 3.35 m.

g)       The maximum Height shall not exceed 14.0 m nor 2 1/2 Storeys.

h)       The maximum total Site Coverage shall not exceed 40%, with a maximum of 28% for a Principal Building and a maximum of 15% for Accessory Buildings.

i)        One parking space per Dwelling shall be provided.

j)        A 1.8 m uniform screen fence shall be constructed along the property lines, excluding the front yard area, to the satisfaction of the Development Officer.

k)       Signs shall comply with the regulations found in Schedule 59F of the Zoning Bylaw and in consultation with the City of Edmonton Heritage Officer.

6.         Heritage Development Regulations

The Development Officer shall have regard for the following guidelines when reviewing development applications:

Historic Integrity

a)       This Site includes the William Paskins Residence which, together with the lands on which those facades are located, are designated as Municipal Historic Resource as per Alberta Historical Resources Act.

b)       The William Paskins Residence (the ”Building”) is designated as Municipal Historic Resource as per Bylaw 13542 approved by Council on August 31, 2004.

c)       Any future development shall conform to the ”Guidelines for Rehabilitation” published by Alberta Community Development and be approved by the City of Edmonton Planning and Development’s Heritage Officer.

d)       Any future development shall conform to the requirements City of Edmonton Designation Bylaw #13542 and Policy C-450A’s General Guidelines for Rehabilitation.

7.         Design Guidelines

The intent of these guidelines is to ensure the design of any addition or alterations will be sympathetic to the historical facades of the William Paskins Residence.  The facades of the William Paskins Residence have been identified as historically and architecturally significant.  Since the facades are designed in a particular style, it is desirable to design any addition or alterations that will complement the building’s overall design and does not overtly compete with the original structure by means of its own design features.

It is important that the owner and the architect consult the City of Edmonton Heritage Officer at the preliminary stage and throughout the design process.

The design of the new construction or any alterations should consider and be sympathetic to the following character defining elements of the historic William Paskins Residence:

a)       Queen Anne architectural detailing such as the turret and bay windows, the front porch with decorative brackets and gingerbread frieze, decorative cornice under the eaves, scrolled brackets under the eaves and the steep roof.

b)       Timber lap siding and wood shingles (painted) located on the gable ends.

c)       Double hung wood windows (2 over 2) and wood doors.
